Art. 3.° La cabecera del Circuito de Notaria y Registro del Carmen, en la Provincia de Ocaña, Departamento de Santander, será en lo sucesivo Convención, y este Circuito quedará compuesto de los Distritos de Convención, Carmen, Brotaré y Teorama. El Circuito de Notaria de Ocaña lo compondrán los demás Distritos de la Provincia.
