Transición y adecuación de la institucionalidad . Durante el primer año de vigencia del presente decreto, el Gobierno Nacional deberá hacer los ajustes institucionales que se requieran en las entidades y organismos que actualmente cumplen funciones relacionadas con los temas objeto del presente decreto, con el fin de evitar duplicidad de funciones y garantizar la continuidad en el servicio, sin que en ningún momento se afecten los derechos de las víctimas de que trata el presente decreto.
