Si el Gobierno lo juzga conveniente, podrá establecer en el instituto de Que trata esta Ley cursos de enseñanza normalista, de ciencias agrícolas, y de otras especialidades técnicas que capaciten a los jóvenes para ejercer profesiones útiles que no requieran títulos universitarios.
