Créase una Junta denominada Del Centenario del Congreso de Cúcuta , formada por el Gobernador del Norte de Santander, que será su Presidente, y cuatro miembros nombrados, dos por el Ministerio de Obras Públicas y dos por el Concejo Municipal de San José de Cúcuta.

Esta Junta señalara el punto en donde deba levantarse el puente de que habla el artículo 2.º de esta Ley, e intervendrá además en todo lo relacionado con la realización de las demás obras de que habla esta Ley.
