Las autoridades judiciales y administrativas, en el ejercicio de sus funciones, pueden visitar las Cárceles, y Penitenciarías, dando aviso al Director del establecimiento. De la misma facultad gozan, en todo caso, los Ministros del Despacho, los Gobernadores de los Departamentos, los miembros del Congreso, los Agentes del Ministerio Público y los Magistrados de la Corte, de los Tribunales y los Consejeros de Estado.
