En el Consejo Central de Administración y en los consejos a nivel departamental los representantes de las organizaciones gremiales y de las centrales obreras serán elegidos para un período de dos años y solo podrán ser elegidos una vez. El Presidente del Consejo será elegido entre sus miembros para un período de doce meses.
