Art í culo 2 º Autorizase al Municipio de Popay á n para efectuar los estudios y proyectos sobre saneamiento del barrio obrero " Alfonso L ó pez " de dicha ciudad, y sobre el posible traslado del mismo sitio adecuado, bien sea por administraci ó n directa del Municipio o por contrato con personas naturales y jur í dicas. Par á grafo. En caso de que el Municipio celebre contrato para la ejecuci ó n de los estudios, deber á someterlo a la apropiaci ó n del Ministerio de obras P ú blicas.
