Artículo segundo . El Gobierno queda facultado para abrir los créditos adicionales y efectuar los traslados presupuestales que sean necesarios para pagar el valor total del contrato a que se refiere esta ley. Artículo tercero. La presente Ley regirá desde la fecha de su sanción.
