El Gobierno, por conducto del Ministerio de Obras Públicas, procederá a pavimentar convenientemente las calles de las ciudades de Santa Rosa de Osos y Antioquia, principalmente las que, en dichas ciudades, sirven de conexión, respectivamente, a las carreteras nacionales que han de conducir a Cartagena y al Golfo de Urabá.
