En el Congreso pleno, en las Cámaras y en las Comisiones Permanentes de éstas, las decisiones se tomarán por la mitad más uno de los votos de los asistentes, a no ser que la Constitución exija expresamente una mayoría especial. Las normas sobre quórum y mayorías decisorias regirán también para las Asambleas Departamentales, Consejos Intendenciales y Comisariales y Concejos Municipales. (Artículo 83, incisos 1º y 3º, de la Constitución Política).
