Cuando el Alcalde se abstenga de sancionar los Acuerdos Municipales, transcurridos los términos señalados por la Ley 4° de 1913 y la Ley 72 de 1926 , o una vez que el Concejo haya declarado infundadas las objeciones, lo sancionará el Presidente del Concejo.
