Art. 11. El papel sellado no puede usarse sino durante el bienio á que esté destinado Cuando se use antes de empezar ó después de concluido el bienio respectivo, se reputará como papel común. Sin embargo, los endosos, traspasos ó notas, que se pongan al pie de las escrituras públicas, documentos, obligaciones ó pagarés etc., en cualquier tiempo tendrán el mismo valor que si fueren extendidos en el papel sellado correspondiente.
