Artículo 1º Para completar el sueldo de algunos empleados de la Secretaria y para cubrir el de otros que no figuran en la liquidación del Presupuesto, todo de acuerdo con la Ley 51 de 1923 , en noventa días de sesiones ordinarias de 1924, así:
