Concepto Previo para Constitución de Región Administrativa y de Planificación. Las Comisiones Especiales de Seguimiento al Proceso de Descentralización y Ordenamiento Territorial del Senado de la República y de la Cámara de Representantes, conforme a su competencia, emitirán concepto cuando se presente solicitud de los gobernadores interesados en constituir, mediante convenio, una Región Administrativa y de Planificación, previo cumplimento de los requisitos y procedimientos establecidos por las Mesas Directivas de las Comisiones de Ordenamiento Territorial del Senado de la República y de la Cámara de Representantes.
