La Nación auxilia a cada uno de los Departamentos que funde y organice una Escuela Domestica destinada a enseñar a la mujer oficios propios de su sexo, inclusive el de enfermera, con una cantidad igual a que para el mismo fin vote la Asamblea respectiva.
