En desarrollo de la autorización prevista en el artículo 48 de la Ley 546 de 1999, créase el Fondo de Reserva para la Estabilización de la Cartera Hipotecaria - FRECH, administrado por el Banco de la República, como un fondo-cuenta de la Nación.
