ARTICULO 3o. De conformidad con el artículo 146 del Decreto 2171 de 1992, el Ministerio de Transporte podrá incorporar directamente a su planta de personal los funcionarios que al momento de la vigencia del Decreto 2171 de 1992 se encontraban incorporados a la planta de personal del Ministerio de Obras Públicas y Transporte y sus entidades adscritas y vinculadas.
