Incluir en las bases del Plan Nacional de Desarrollo que la política de aprovechamiento de las TIC seguirá también los principios de:

Igualdad de oportunidades para la micro, pequeña y mediana empresa.

Competitividad y libertad de mercado.

Acceso simétrico a los recursos del Estado.

Políticas regulatorias que otorguen igualdad de oportunidades a las empresas del sector.
