El funcionamiento de cualquier clase que lleve a efecto el decomiso de una cédula sin la autorización de que trata el artículo anterior, incurrirá en una multa de cien a quinientos pesos ($ 100 a $ 500) que impondrá el Delegado Departamental con sujeción al procedimiento que para ello señale el Registrador Nacional y que será convertible en arresto a razón de un día por cada cinco pesos ($ 5).
