En la construcción del cuartel de Cali se comprende la del alcantarillado del mismo edificio, para lo cual, obrando de acuerdo con el Consejo Municipal de esa ciudad, se podrá utilizar la quebrada conocida con el nombre de Rio Nuevo, de manera que no perjudique la salubridad pública.
