El gobierno nacional en cooperación con el departamento del cauca, con los Municipios del mismo Departamento y con las personas naturales o jurídicas que deseen tomar parte, procederá a construir en el norte del Departamento una central Hidroeléctrica, aprovechando para esto la cabida de agua del rio Palo, en el sitio que aconseje la técnica.
