Se entiende por empico el conjunto de funciones, deberes y responsabilidades que han de ser atendidos por una persona natural, para satisfacer necesidades permanentes de la Administración Pública. Los deberes, funciones y responsabilidades dé los diferentes-empleos son establecidos por la Constitución, la ley o le reglamento, o asignados por autoridad competente.
