La Oficina que ha tenido a su cargo el examen da las cuentas de inversión de fondos y de manejo de especies se denominará en lo sucesivo Oficina examinadora de Cuentas (Especies e inversión); estudiará y fenecerá en primera y segunda instancias las cuentas de las clases mencionadas que le corresponden conforme a la Ley 61 de 1905 y a las demás disposiciones posteriores sobre la materia, y en el ejercicio de tales funciones tendrá todos los deberes facultades y atribuciones correspondientes.
