El artículo 111 de la Constitución Política quedará así:
Artículo 111. Los partidos y movimientos políticos con personería jurídica tienen derecho a utilizar los medios de comunicación que hagan uso del espectro electromagnético, en todo tiempo, conforme a la ley. Ella establecerá así mismo los casos y la forma como los partidos, los movimientos políticos y los candidatos debidamente inscritos, tendrán acceso a dichos medios.
