El presente Decreto rige a partir de la fecha de su expedición, deroga las disposiciones que le sean contrarias y surte efectos fiscales a partir del 1º de enero de mil novecientos ochenta y tres (1983), a excepción de lo dispuesto en el artículo 8º; que rige a partir de la fecha de expedición del presente Decreto. Comuníquesey cúmplase.
