Art. 3.° Los derechos de importación sobre las mercaderías que se lleven de las Aduanas á San Blas se rebajarán en un 25 por 100, el cual será devuelto por aquella oficina al respectivo importador, cuando reciba la debida constancia de que dichas mercancías han sido descargadas en San Blas.
