Con los primeros recursos extraordinarios que el Gobierno arbitre para obras públicas, en ejercicio de cualquiera de las facultades que se le han conferido por leyes vigentes, se procederá a continuar de preferencia las carreteras a cuya terminación provee el artículo 7° de la Ley 46 del presente año, y la carretera de Piedrancha al Diviso en el Departamento de Nariño.
