Art. 1.° Entre tanto no se haya hecho el reconocimiento definitivo por parte del Gobierno de la Union de los gastos hechos por los Estados durante la última guerra civil, sobre los documentos que los mismo Estados presenten para comprobarlos, con la debida especificacion, conforme al decreto citado del Gobierno provisorio, no podrá la Tesorería jeneral hacerles pago alguno a buena cuenta o por anticipacion, respecto de dichos créditos.
