Defraudan la Renta de esmeraldas, ó cometen delito de comercio clandestino de esmeraldas, y serán castigados como reos del delito de hurto, las personas que en alguna forma compren ó vendan esmeraldas en bruto de las minas pertenecientes á la república ó las exporten sin autorización del Ministerio de Hacienda.
