Art. 1.° Los pagos de derechos de importación que se hayan hecho ó se hicieren á individuos que no tengan carácter oficial legítimo en cualquiera Aduana ó punto de la República accidentalmente ocupado por fuerzas rebeldes, no sólo no eximen á los respectivos importadores de la obligación contraída por ellos ó sus agentes-á favor del Tesoro nacional, film sino que dará motivo á la agravación de la deuda con un cincuenta por ciento del monto de sus derechos indebidamente pagados siempre que reconvenido el importador ó sus agentes, se denegaren al pago inmediato de los derechos cansados á favor del Erario.
