° La partida de$100.000 votada por el artículo 2° de la misma Ley, será administrada por el Consejo Municipal de Pamplona y para el cobro y manejo de ella estará a cargo del Tesorero Municipal de dicha ciudad, el cual deberá presentar la fianza correspondiente, según la cuantía que fije la Contraloría General de la República y rendirá sus cuentas ante esta entidad.
