La Junta Directiva será presidida por el Ministro de Desarrollo Económico y en ausencia de éste, por el Ministro de Relaciones Exteriores. A falta de los dos anteriores, por el viceministro de Desarrollo Económico. En ausencia de todos ellos, los miembros presentes designarán la persona que debe presidir la reunión.
