2 .18.1. Objeto y ámbito de aplicación. El presente título tiene por objeto establecer los aspectos necesarios para que los habitantes del territorio nacional cuenten con canales oficiales de atención telefónica y móvil durante las emergencias sanitaras. Lo anterior, sin perjuicio del uso de canales adicionales de comunicación oficiales que el Gobierno nacional disponga para la divulgación de información y la atención al ciudadano.
