Declarase obra de utilidad pública la apertura de dos vías nacionales que Pongan en comunicación la región de Rio blanco en el Municipio de Campo alegre, Provincia de Neiva, con el rio Olaya, afluente del Caguan, y los Municipios de Guadalupe o La Ceja, de la Provincia del Sur del Tolima, con el rio Hacha, afluente del Orteguaza y la vía nacional de Campoalegre al Caguan por la Salada y la Estrella.
