Cualquier ciudadano puede pedir que se excluya de la lista al individuo que no reúna las condiciones que la ley exige para ser sufragante en el Municipio, o que se incluya en ella a quien las reúna, y el jurado decretará la exclusión o la inclusión, en su caso, si el peticionado, bajo juramento, expone razones suficientes y si presenta, además dos testigos id6neos que declaren de conformidad con él, dando razón satisfactoria de su dicho.
