Devolución del proyecto . Si el proyecto de presupuesto no hubiere sido preparado de acuerdo con las disposiciones de este estatuto, y así lo decidiere la Comisión será enviado al Secretario de Hacienda quien deberá devolverlo con las correcciones y adiciones pertinentes, antes del día 20 de octubre, para someterlo a primer debate.
