Vigencia . El presente decreto rige, previa su publicación, a partir del 1º de enero del año 2001, salvo lo dispuesto en los artículos 1º, 2º, 3º, 4º, 5º, 14, 15, 16, 17, 18, numerales 1.2 y 1.14 del artículo 21, 22, 23 y 24, los cuales entrarán a regir el 1º de julio de 2000.
