Los saldos no recaudados de rentas reconocidas y contabilizadas, al liquidar cada año fiscal, serán computados en el correspondiente Balance del Tesoro, como un activo disponible hasta por un año, y continuará luego en el Balance de la Hacienda, como un activo diferido, hasta que se obtenga su recaudo. Tales saldos de rentas por recaudar, incorporados en los resultados de un ejercicio fiscal, no podrán figurar como recursos en un nuevo presupuesto.
