Beneficiario y legitimado para reclamar. Se considerará beneficiario y legitimado para reclamar la indemnización por incapacidad permanente ante la Subcuenta ECAT del Fosyga o ante la entidad aseguradora autorizada para expedir el SOAT, según corresponda, la víctima de un accidente de tránsito, de un evento terrorista, de un evento catastrófico de origen natural o de otro evento aprobado por el Ministerio de Salud y Protección Social en su calidad de Consejo de Administración del Fosyga, cuando por causa de dichos eventos, hubiere perdido la capacidad laboral en alguno de los porcentajes establecidos en la tabla contenida en el artículo 2.6.1.4.2.8 del presente decreto, pérdida que deberá ser calificada por la autoridad competente.
