Artículo décimocuarto. Es requisito indispensable para celebrar contratos con el Estado, o con cualquiera dependencia administrativa nacional, departamental o municipal, que el presunto contratista agregue a su propuesta el certificado de identidad personal a que se refiere el artículo primero, sin cuya presentación no podrá darse curso al contrato, ni éste tendrá validez alguna.

Parágrafo

Se exceptúan los contratos cuyas obligaciones tengan ejecución instantánea por parte del contratista.
