Creáse un impuesto de valorización que determinará y cobrará el Gobierno Nacional en la forma que lo estime conveniente, y que deberán pagar los dueños de casas, edificios o lotes que reciban algún beneficio con la construcción de las obras a que se refiere el artículo 1° de esta ley.
