Se faculta al Gobierno para que exima de los impuestos nacionales sobre capital y combustibles, cuando lo juzgue conveniente, a las personas que reúnan las condiciones de que trata el artículo 15, y que se dediquen a la enseñanza de las profesiones enumeradas en el artículo 74, en la medida en que dicha enseñanza consulte las exigencias de la técnica y las necesidades del país.
