El pago de la contribución militar en los que cada año les tocare, ó el servicio de banderas por los tres años, en los sorteados redimen de por vida de todo otro servicio, excepto en el caso de conmoción interior ó exterior, en el cual, todos los individuos comprendidos entre los veintiuno y los cuarenta años que forman las milicias nacionales pueden ser llamados al servicio activo, conforme lo dispongan los reglamentos que dicte el Ministerio de Guerra aún cuando hayan prestado el servicio de banderas ó pagado la contribución militar.
