Las empresas de servicios en las formas de administraciones públicas cooperativas, establecidas por la Nación, los departamentos, intendencias y comisarías y los municipios o distritos municipales, mediante leyes, ordenanzas o acuerdos, serán consideradas como formas asociativas para los efectos de este título y podrán constituirse con un mínimo de cinco entidades.
