El Consejo Directivo estará integrado por el Ministro de Trabajo y Seguridad Social, quien lo presidirá, o por su Viceministro; el Ministro de Salud Pública o su Viceministro; un representante de los patronos, un representante de los trabajadores y un representante del cuerpo médico, con sus respectivos suplentes personales. En ausencia del Ministro de Trabajo y Seguridad Social presidirá las reuniones del Consejo Directivo el Ministro de Salud Pública si estuviere presente; de lo contrario las presidirá el Viceministro de Trabajo y Seguridad Social. Cuando concurran a una misma reunión los miembros principales del Consejo Directivo y sus delegados y suplentes, sólo los titulares tendrán derecho a voto; los delegados y suplentes, en consecuencia, asistirán con voz pero sin voto. El Director General tendrá voz en las deliberaciones del Consejo Directivo.
