El Ministerio de Educación Nacional y el Icetex, tendrán que realizar campañas de divulgación y promoción a través de las Secretarías de Educación Distritales y Municipales y de las entidades públicas que dentro del marco de sus funciones trabajen con población vulnerable, tales como víctimas del conflicto armado, afrocolombianos, indígenas y personas en situación de discapacidad con el fin de promocionar y posicionar el Sistema Nacional de Información de Becas Créditos Educativos (Snibce).
