Con el fin de promover el intercambio comercial entre los puertos colombianos del Atlántico y del Pacífico, y para facilitar el intercambio comercial entre Colombia y otros países, créase por el presente Decreto la Marina Mercante Colombiana, que se organizará en forma de sociedad anónima, con las características indicadas en este Decreto, y tendrá su sede principal en Bogotá.
