Art. 3º El producto del impuesto fluvial será administrado directamente por el Poder Ejecutivo.

Para la dirección de los trabajos correspondientes á la limpia y canalización del río Magdalena, se pondrá el Gobierno de acuerdo con la Junta de que trata la ley 62 de 1878 .
