Por la cual se aprueba un contrato celebrado por el Gobierno Nacional con el Banco Internacional de Reconstrucción y Fomento, y se dispone la construcción de un ferrocarril en el valle del río Magdalena y la reorganización y rehabilitación de los Ferrocarriles Nacionales
