1O La Prima Especial De Servicios De Que Trata El Artículo 15 De La Ley 4ª De 1992, Será Igual A La Diferencia Entre Los Ingresos Laborales Totales Anuales Recibidos Por Los Miembros Del Congreso, Y Los Que Devenguen Los Funcionarios Que Tienen Derecho A Ella2O Para Establecer La Prima Especial De Servicios Prevista En El Presente Decreto, Se Entiende Que Los Ingresos Laborales Totales Anuales Percibidos Por Los Miembros Del Congreso Son Los De Carácter Permanente Contemplados En Los Artículos 1º, 2º, 4º Y 5º Del Decreto 801 De 19923O Ninguno De Los Funcionarios A Que Se Refiere El Artículo 15 De La Ley 4ª De 1992 Podrá Tener Una Remuneración Anual Total Superior A La De Un Miembro Del Congreso5O La Prima De Que Trata Este Decreto Reemplaza En Su Totalidad Y Deja Sin Efecto Las Primas Existentes En La Actualidad, Con Excepción De La Prima De Navidad Y La Prima De Alto Mando De Los Generales Y Almirantes6O El Presente Decreto Rige Desde Su Publicación, Surte Efectos Fiscales A Partir Del 1º De Junio De 1992 Y Deroga Las Disposiciones Que Le Sean Contrarias
